From a practical standpoint, I'm not sure how much it matters, because you're going to get blamed regardless. You might want to be ready on damage control!
Generally speaking, it's not great strategically to interfere with new arrivals, because it colors their perceptions too much. If you wait until after they realize they're turning into involuntary mutant cannibals they're much more likely to see reason! ;)
