Maybe Elias should have done more to protect his friends. Regardless, the Fourth God seems mostly relieved and grateful that Norman chose to return to him and make up for his errors. That's true loyalty. That's true friendship. He's pleased to see it.
He'll go on to encourage Norman to bring his proposals to the Haftesal scientists and work alongside their efforts to manufacture meal replacements for Monsters. He will give Norman an envelope sealed with the same black iridescent material that comprise the arcade keys and instructs him to deliver the letter to Haftesal's lead scientists. Marco should go with him, since his priest has been working hard to form a relationship with their underground labs. It will vouch for Norman's and Marco's legitimacy, and they will share more of their work with them because of it. After all, friends are stronger when they're working together, and Haftesal has more than proven their dedication to fighting the Fog!

Norman will have the opportunity to make a breakthrough with his research at that point, but there will be a personal cost to manufacturing these meds and side-effects when monsters use them.
